The 'Recovery, Transformation and Resilience Plan of the Spanish Economy' , presented by the Government on October 7, proposes the implementation of a 'National Digital Capabilities Plan' that, in principle, fully assumes the UGT proposals to combat the digital divide that our country suffers. Already in 2015 the union published the report 'The Digital Divide in Spain. Study on Postponed Inequality' in which it warned of the economic and labor danger represented by the technological exclusion of a large part of our population and workforce, quantified the size and scope of the digital divide in Spain, and proposed its eradication through in a national technological inclusion plan.
This plan contained eight axes of action and presented, among others, four main lines of action: Line of action for job training : with massive implementation of ICT training courses for unemployed people; the establishment of a right to Continuing Professional Training during the working day, with sufficient budgetary resources to AOL Email List develop training plans in companies aimed at active workers in order to update and improve their digital skills; creation of a right to continuous professional training in all companies, especially aimed at digital skills. Digital education line of action: insertion of subjects related to the acquisition of digital skills in educational plans at all stages; Sufficient budgetary reserve to provide digital resources to all primary, secondary and high school.
Classes, from laptops to tablets, including digital whiteboards and knowledge sharing websites; implementation of a scholarship plan that covers all tuition costs for students pursuing university degrees related to ICT, with positive discrimination towards women, thus favoring gender balance. Line of action on digital citizenship : establishment of face-to-face training plans aimed at groups outside the digital world, with specific lines for those who attract several of the identified precursors (gender, age, income, academic training or habitat). Line of action on telecommunications infrastructure: establishment of a national plan in this area that, based on 5G technology, brings high-speed Internet connection access to all corners of the country. UGT considers it necessary, beyond assessing the coincidence of objectives and lines of action between our proposals and the Government Plan, that the Executive specify as soon as possible the necessary.
